The main essence of the historic research is to carefully pay attention to the "patterns" of behavior displayed by those who claim power over others.

You will begin to notice a consistent theme: Double Headed Eagle Heraldry, where one of the heads represents the "public facing" power of state, the other one represents the hidden or "occulted" one. That is the true nature of the Elites, even today.

It has the right time frame to be associated with the Dragon Court. Here is what Wiki says about it:

""Etymologically, word biscione is a masculine augmentative of Italian feminine biscia "grass snake" (corrupted from bistia, ultimately from Latin bestia "beast").

The charge became associated with the city after the Visconti family gained control over Milan 1277; Bonvesin da la Riva records it in his De magnalibus urbis Mediolani (On the Marvels of the City of Milan) as a Visconti symbol no later than the end of the 13th century.[1] The symbol may have been derived from a bronzed serpent brought to Milan from Constantinople by Arnolf II of Arsago (Archbishop of Milan 998–1018) in the 11th century.[2]

Just as a foot note; most controlling families had heraldry to dedicate them as masters of the land. There are instances where the similar design may allude to being part of the same organization, but doesn't prove it. If the Visconti were part of the actual Dragon Bloodline inner circle, you would think that they would not have died out. I would give it an 80% chance. The other 20% chance is that it was emulated from other families that were more directly associated; or, may be they were trying to seek favor from the Dragon Line. The only way to know for more certainty is to research the Visconti. I know for sure that the 13 original families of the Bavarian Illuminati were all very well connected to each other.

Here is what the wiki says about the earliest info on the family; note that at the latter end of the name is "Count." this does allude to banking which may clue us to "Court Jew."

the word 'scythe' could be related to Scythians, which on old maps is right above the Black Sea area, now Ukraine, the bread basket of the world, they say, very fertile. Capricorn is the advanced octave of the earth element, and agriculture is the advanced technology for harvesting foods. Saturn rules Capricorn, Kronos, Father Time, with the black robe and scythe/sickle, ready to harvest the dead. Interesting that 'science' is also about cutting things, like scissors, dissecting, categorizing things in order to analyze, not being holistic, so a division, not one vision, all the scientists cubbeyholed in their sub-subfield of study. There's also words like Set, Satan, Saturn, Lord Sith, etc.
